Joy began her career in Chester by serving as a Peer Leader for youth in Chester Upland School District and was one of the first recipients of Crozer Chester Medical Centers Fellowship Program, which allowed her to provide representation for young leaders in the City of Chester. Joy’s work helped to ensure that initiatives geared towards youth in the community provided youth input in its planning.

By focusing on her commitment to being a change agent for Chester, Joy has been able to put her Bachelor of Arts in Communication Studies from Elizabeth City State University and her Master’s in Urban Studies from Eastern University to good use. She is no stranger to community service – she is an active member of the Tau Delta Omega chapter of Alpha Kappa Alpha Sorority Incorporated, a member of Eternal Hope of Glory Church in Chester Township, a member of the NAACP Chester branch, former School Board Director for the Chester-Upland School District, and current Board Member for the Chester Storm Water Authority.

Joy went on to coordinate other civic engagement and mentoring initiatives for youth in Chester and in 2012, former Mayor John Linder appointed Joy to Director of Constituent Services and Special Events for the City of Chester. She continued to amplify the needs of Chester’s constituency under former Mayor Thaddeus Kirkland in 2016 and was appointed Deputy Controller in 2020. In January 2024, Joy became the elected City Controller.

Joy has been a silent force aiding in the efficiency and transparency of Chester operations over the last 11 years. Joy contributed to the successful implementation of the city’s first mobile police app, an electronic law enforcement citation management system, and an electronic citation system for the city’s code enforcement division, as well as the successful implementation of Google’s “Get your business online” campaign for small businesses in Chester.

Joy is a former pageant queen, holding the titles of Miss Elizabeth City State University and Miss Black Pennsylvania USA, and has been featured in Ebony magazine as well as local publications in Chester, Delaware County, and Elizabeth City, NC.

When Joy is not serving her community, she is managing her professional bridal makeup business as the lead artist, spending time with her husband and three boys, and enjoying the company of her friends and loved ones.
