Councilwoman Portia L. West is a long-time resident in the city of Chester from 1960 to present.

She attended Chester-Upland schools and graduated from Chester High School. Councilwoman West studied at Keystone School of Business, Allegheny Community College, and Delaware County Community College.

Her first professional experience was with the City of Chester in the Department of Public Safety from 1969 to 1974. Councilwoman West has over 30 years of corporate experience and worked 21 ½ years for QVC, Inc. before running for an elected position with Chester City. She ran and won four elections for Chester City Council and served as the Director of Public Works for 14 years. On January 2, 2024, Councilwoman West was appointed Deputy Mayor by Mayor Stefan Roots.

Councilwoman West’s affiliations are with the Chester Environmental Partnership, Vice-Chair of the Stormwater Authority of Chester, National Association of Negro Business and Professional Women’s Club, Inc., Chester Club (Awards Chair), National Congress of Black Woman Delco Chapter and Member of the Chester NAACP. Her past affiliations include former President of Chester Housing Authority’s Tenant Council, member of the CHA Resident Council, and member of the Board of Directors for YWCA.

Councilwoman West is a member of the Historic Calvary Baptist Church and joined under Rev. Dr. J. Pius Barbour, who was a mentor and teacher of the late Rev. Dr. Martin Luther King, Jr.
