Program Overview
- The Chester Block Captain Program is a non-political citywide program with 2 primary goals:
- Clean Up
- Communication
- Residents who are accepted as Block Captains will be equipped and empowered to:
- lead clean up and beautification efforts on their blocks and in their neighborhoods, and to
- assist with communication between City Government and residents across the city
Through these two efforts, the Block Captain Program will make Chester a cleaner, safer, more connected community.
The Block Captain Program is now accepting Block Captain applications! Apply using the online form, the printable form, or pick up an application at City Hall.

The Block Captain Program is led by a 3-person committee of residents appointed by Mayor and Council. Committee members are appointed to 3-year staggered terms.
The Chester Block Captain Program is an affiliate of Keep Pennsylvania Beautiful, which provides training, funding, supplies, accountability, and more.
