Summary: This position is responsible for the administration, coordination and management of all land use, zoning, development, and building related projects and permit direction within the city while exercising a high degree of trust, integrity and confidence. Responsibilities require consistent attention and commitment to the city’s mission and philosophy. This position requires an in-depth knowledge of municipal planning practices, a high level of problem-solving ability, and initiative. The Director will use independent discretion and judgment within established organization plans, values, policies and procedures and represent the city as necessary during interactions with the public, business, and other organizations.

Summary:   This is a sworn enforcement official responsible for assuring compliance with animal control regulations. An employee in this class is responsible for capturing and confining stray, diseased, unlicensed, and dangerous domestic animals, and may occasionally be required to handle wildlife, farm, or exotic animals. Duties include the investigation of animal-related complaints and the enforcement of both City and State animal control laws. The employee must exercise independent judgment and tact due to the amount of direct public contact. The Animal Control Officer works independently although the freedom to act is normally limited to completing assignments within the bounds of established policies and procedures; making technical recommendations and issuing official orders when necessary.

Summary:  The purpose of this position is to inspect single and multi-family dwellings to ensure compliance with applicable City ordinances, codes, and regulations. An important part of this work is explaining legal requirements to owners and occupants and assisting them in understanding and voluntarily complying with the law.

Summary: This job requires the ability to communicate safety instructions to school-age children and to assist the children in crossing streets in marked crossways that provides maximum safety. The work environment is performed outdoors on various City streets. Work exposes employees to hot, cold, and inclement weather, as well as dust, pollen, fumes, and noise. Work requires the use of safety equipment and compliance with safety rules and procedures.

Summary:  The Department of Public Affairs’ central focus is to serve both the quality of life and place for Chester City residents and businesses. The Department performs all municipal planning functions, building code and ordinance enforcement, licensing and inspecting of businesses, housing, food establishments, and land development approvals for the community.

All of these are ultimately responsible for creating jobs, increasing the tax base, attracting and retaining businesses, and serving as a catalyst for creating a sustainable economy.

The Director oversees the Department’s day-to-day operations of Licensing and inspections, Planning and zoning, and Building Inspections, including client relationships and project management of economic, community, and real estate development projects within the City of Chester. The Director leads the department staff to assist businesses through knowledge and resource sharing, technical assistance, and direct funding (grants and loans). In addition, the Director leads the Department’s staff to work in neighborhoods and commercial areas to assess the overall health and implement strategies to improve them. The Director will identify opportunities for business and real estate development; work with business and community stakeholders to develop and execute a shared set of goals; and be able to serve as a reliable resource for accurate and helpful information that can attract, retain, or help expand businesses in Chester.
