Notice is hereby given that the City of Chester, in accordance with the City’s Plan for Citizen Participation, will hold an initial public hearing in connection with the preparation of the 2015-2019 Consolidated Plan and the F.Y. 2015 Annual Action Plan for the Community Development Block Grant Program (Year41) and the HOME Investment Partnerships Program. The hearing will be held at 6:00 P.M. in the City Council Chambers, Municipal Building, 1 Fourth Street, Chester, PA, on Tuesday, January 13, 2015. The purpose of the hearing is as follows:

a.To obtain the views of citizens and local organizations regarding overall community, economic development and housing needs in the City of Chester.

b.To provide a summary of program requirements, answer questions about the Consolidated Plan/Action Plan process, and advise citizens and groups about the process for review of proposals prior to the preparation of a proposed Consolidated Plan/Action Plan.

All interested individuals and organizations are invited to attend this hearing and offer their views and comments on the housing, community, and economic development needs of the City of Chester. The City anticipates that its FY 2015 CDBG Program allocation plus anticipated program income will be $1,144,794.00 and its HOME Program allocation will be $272,399.00. A summary of the proposed Consolidated Plan and Annual Action Plan will be published in the Delaware County Daily Times prior to the next public hearing on the Consolidated Plan and Annual Action Plan, which is scheduled to be held in City Council Chambers on Tuesday, March 10, 2015, at 6:00 p.m. The City intends to submit its Consolidated Plan and Annual Action Plan for F.Y. 2015 funds to HUD on or about May 8, 2015.
