NOTICE OF AMENDMENT TO

F.Y. 2019 ACTION PLAN

ADDITION OF COMMUNITY DEVELOPMENT BLOCK GRANT

CORONAVIRUS (CDBG-CV) FUNDS

CITY OF CHESTER

 

The city of Chester was allocated $751,681.00 in Community Development Block Grant Coronavirus (CDBG-CV) funds to assist the City with its response to the effects of the coronavirus-related public health crisis.   The City hereby gives notice that it plans to amend the F.Y. 2019 Action Plan in connection with the Community Development Block Grant Program to add the following projects to assist with some of the immediate needs being faced by residents and small businesses located in Chester:

  1. Community Action Agency of Delaware County (CAADC) – Short-term

Utility & Rental Assistance to Low/Moderate Income Households  $400,000.00

  1. Chester Police Department – Equipment and Supplies                      $75,672.40
  2. Chester Fire Department – Equipment and Supplies                         $75,672.40
  3. Entrepreneur Works Fund – Microenterprise Business ( 5 or fewer Employees, 1 or more of whom own the business) Working Capital Grants $50,000.00
  4. Administration, Planning, Technical Assistance                                $150,336.20

This Notice is intended to provide sufficient detail to enable citizens to determine the scope of the projects to be funded and to comment on such projects.  Narratives for the proposed projects will be available on the City’s website at www.chestercity.com or CEDA’s website at www.ceda.cc. from May 1, 2020 through May 8, 2020.  Written questions or comments may be submitted during the comment period to the Chester Economic Development Authority, P.O. Box 407, Chester PA 19016, to the attention of Mrs. Jo Ann Ruark or by email to jar@ceda.cc.  Telephone inquiries can be made by calling CEDA at (610) 447-7854.

The City will undertake the required environmental review of the projects in order to determine if the projects will have a significant impact on the human environment and any effect on historic and archaeological resources.

A public hearing on this Amendment will be held at 10:00 a.m. in Council Chambers, 1 Fourth Street, Chester, PA, on Wednesday, May 6, 2020. For public health reasons, this will be a virtual Public Hearing that will be live streamed on the City Facebook platform at:

City Council will take formal action on the proposed Amendment at the City Council meeting on May 13, 2020, and intends to submit the above-referenced Amendment to the U.S. Department of Housing and Urban Development on or about May 18, 2020.  All comments received by May 8, 2020, will be considered.
