HAVE YOU LOST INCOME DIRECTLY DUE TO THE COVID-19 PANDEMIC AND HAVE BEEN UNABLE TO MAKE MORTGAGE OR UTILITY PAYMENTS?

The City of Chester is partnering with Chester Community Improvement Project (CCIP) to help homeowners in the City who have been impacted financially by the Covid-19 pandemic through actions such as lay-offs, furloughs, or reduced work hours.  Qualified homeowners may apply for mortgage and/or utility assistance starting February 1, 2021.  Total mortgage assistance will be for a maximum of three (3) months capped at $4,000 per family.  Utility assistance will be for a maximum of three (3) months capped at $1,000 per family.  Eligible utilities include water, sewer, electric, gas, and stormwater.  All payments on behalf of the homeowner will be paid directly to the mortgage lender or utility provider.

Applicants must meet the eligibility requirements established by the U.S. Department of Housing and Urban Development and the City of Chester.  Homeowners must live in the residence, have an income of not more than 80% of the Area Median Income as listed below by household size, be current on mortgage payments as of March 1, 2020, have homeowner’s insurance, and be up to date with County, Municipal, and School tax payments.  Other eligibility requirements may apply.

            1 Person Household – $54,150.00                 5 Person Household – $83,500.00

            2 Person Household – $61,850.00                 6 Person Household – $89,700.00

            3 Person Household – $69,600.00                 7 Person Household – $95,900.00 

            4 Person Household – $77,300.00                 8 Person Household – $102,050.00

            Households larger than 8 persons will have incomes evaluated based on the formula used to calculate the above limits.

Income is the total gross income from all sources, including but not limited to wages, social security, welfare, unemployment, interest, pensions, workers compensation, and any and all income earned by household members.
