NOTICE OF PUBLIC HEARING

F.Y. 2021 City of Chester Annual Action Plan

Notice is hereby given that the City of Chester, in accordance with the City’s Plan for Citizen Participation, will hold an initial public hearing in connection with the preparation of the F.Y. 2021 Annual Action Plan for the Community Development Block Grant Program and the HOME Investment Partnerships Program.   A virtual public hearing will be held at 9:30 A.M. in City Council Chambers, Municipal Building, 1 Fourth Street, Chester, PA, on Wednesday, December 9, 2020.  For public health reasons, the virtual Public Hearing will be live streamed on the City Facebook Live platform.  Questions or comments can be submitted during the Public Hearing by calling (610) 447-7700, Extension 7951.

The purpose of the hearing is as follows:

  1. To obtain the views of citizens and local organizations regarding overall community, economic development and housing needs in the City of Chester.
  2. To provide a summary of program requirements, answer questions about the Consolidated Plan/Action Plan process, and advise citizens and groups about the process for review of proposals prior to the preparation of a proposed Action Plan.

All interested individuals and organizations are invited to offer their views and comments on the housing, community, and economic development needs of the City of Chester.

If special arrangements need to be made for accommodations in order to participate in the Public Hearing, such as translation services or accommodations for persons with a hearing, speech, or visual disability, please contact the Chester Economic Development Authority (CEDA) at least five (5) calendar days prior to the Hearing at (610) 447-7854 or by email to  jar@ceda.cc. Based on F.Y. 2020 allocations, the City estimates that its F.Y. 2021 CDBG Program allocation will be $1,277,500.00 and its HOME Program allocation will be $344,500.00.  A summary of the proposed Annual Action Plan will be published in the Delaware County Daily Times and posted on the City’s website at www.chestercity.com  prior to the next virtual Public Hearing on the Annual Action Plan, which is scheduled to be held in City Council Chambers on Wednesday, February 10, 2021, at 9:30 A.M.  The City intends to submit its Annual Action Plan for F.Y. 2021 funds to HUD on or about April 30, 2021.
