Utility and Rental Assistance to low/moderate income households Community Action Agency of Delaware County (CAADC) will administer a Short-Term Utility and Short-Term Rental Assistance Program to assist low to moderate income eligible households who have been affected by the COVID-19 pandemic through actions such as lay-offs, furloughs, or reduced work hours.  Utility assistance will be capped at $1,000 per household.  Rental assistance will be capped at $3,000 per household.  Once the Action Plan Amendment is approved, Program Guidelines and Eligibility Requirements will be made available to let applicants know how to access assistance.  The Program is expected to serve 100 households and will be available to Chester residents only.

The budgeted amount for this Program is $400,000.

Chester Police Department

Equipment and supplies to assist the Police Department in their efforts to keep the community and themselves safe during this public health crisis.

The budgeted amount for this Program is $75,672.40.

Chester Fire Department

Equipment and supplies to assist the Fire Department in their efforts to keep the community and themselves safe during this public health crisis.

 Microenterprise Assistance

 Entrepreneur Works Fund will administer grants to Chester microenterprises in an amount not to exceed $5,000 for working capital to provide short-term gap assistance that will help these small businesses cover expenses such as payroll and rent.   Once the Action Plan Amendment is approved, Program Guidelines and Eligibility Requirements will be made available to let applicants know how to access assistance.

The budgeted amount for this Program is $50,000.

Oversight, management, monitoring and coordination of Projects, preparation of Plans to address public health emergencies.
