In the event of a power outage, we strongly advise residents to seek temporary shelter with family or friends.
We also advise our homeless population to seek adequate shelter at one of the agencies below. If you see someone who is homeless and in need of shelter, please call 911.

The City of Chester Department of Public Safety is committed to working with the community to help preserve the quality and integrity of our neighborhoods, while ensuring public health and safety. Our Code Enforcement staff has identified the TOP TEN CODE VIOLATIONS most commonly found within our community.
In accordance with the Chester City Codified Ordinances, if founded these violations may warrant fines of up to $1000.00.
- Construction or Building without Permits
- Unlawful Operation of Businesses
- High Weeds and Grass
- Unregistered / Inoperable/Abandoned Motor Vehicles
- Trash & Debris
- Vacant, Unsecured Property
- Miscellaneous Property Maintenance Violations
- Unleashed Dogs
- Pet Allowance
- Animal Waste
We encourage residents to report suspected violations within their neighborhood to the Department of Public Safety Bureau of Health.
