Justin Tibbels

Special Assistant to the Mayor & Constituent Affairs Manager

Born and raised in Baltimore City, Justin made his way through the Baltimore public school system and graduated from the Johns Hopkins University as an Elijah Cummings Scholar with a Bachelor of Science in Molecular and Cellular Biology in 2010. After 28 years in Baltimore, Justin and his wife Natalie moved to Delaware County, PA and bought a house in Chester in 2017. Their second son was born at Crozer Hospital a year later and they have raised their family in Chester since.

Justin spent the first 13 years of his career ministering to college students with InterVarsity Christian Fellowship. He began as a Campus Staff Minister and then Team Leader for InterVarsity at Johns Hopkins University, and then became the InterVarsity Area Ministry Director for Greater Philadelphia in 2016. Throughout his ministry career, Justin has a strong track record of being a results-oriented leader committed to serving others through effectively managing people, programs and projects that strengthen and transform communities.

Justin earned a Master of Public Administration (MPA) from the University of Pennsylvania Fels Institute of Government in 2023. In January 2024, Justin was appointed by Mayor Stefan Roots to serve as Special Assistant to the Mayor and Constituent Affairs Manager for the City of Chester. In this role, Justin manages scheduling and communications for Mayor Roots, as well as communications and press relations for the City of Chester.

Justin and his family go to The Bridge Church in Linwood, PA and are strong supporters of the Making a Change Group and other community groups in Chester. They also enjoy participating in the Chester Biddy Basketball League, walking their dog at Eyre Park, and swimming at the YMCA.
