Councilman Stefan Roots

Director of Public Safety

Stefan Roots is a native of Chester, Pennsylvania and attended Archmere Academy before graduating from Chester High School. He earned a Bachelor’s of Science in Electrical Engineering from Villanova University.

Roots has worked in engineering, sales & marketing, project and executive management with Philadelphia Gas Works, International Business Machines (I.B.M.), MCI, and the Delaware County Daily Times in addition to a career in industrial operations with Sunoco refinery, Praxair, and DELCORA where he is currently a state certified waste water operator.

He serves on several boards in Delaware County and Chester City including the Delaware County Interactive Gaming Revenue Authority, the Delaware County Historical Society, and the Chester Education Foundation along with active participation in several projects sponsored by Chester Made, a Pennsylvania Humanities sponsored art centered initiative.

In 2006, he launched a Chester community journalism project staring with the monthly ‘Chester Spotlight’ paper which morphed into blog form in 2010 as the current ‘Chester Matters Blog.’ He’s authored the book ‘Toxic Man – The Melvin Wade Story’ in 2012, and is a regular contributor to the Swarthmorean paper.

On January 3, 2022, Roots joined Chester City Council as Director of Public Property and Recreation.
