Residents of Delaware County can now submit a Novel Coronavirus (COVID-19) potential exposure report. If you suspect that you have been in contact with a COVID-19 case within the last 14 days, you can follow a report at the following link:

Universal Masking

            The CDC and Governor Wolf now recommend that the general public wear a basic cloth mask anytime they leave their home for life-sustaining reasons. Medical-type masks should be reserved for healthcare workers. More information can be found at:

Non-Life Sustaining Business Waiver

            All businesses that have been classified as non-life sustaining have until Friday, April 10th, 2020 to apply for a waiver. Waivers can be found at:

Countywide Stay-At-Home/Shelter-In-Place Order: IN EFFECT

            By order of Governor Wolf, the Stay-At Home Order has been extended until April 30th. ALL residents of Delaware County are to remain in their homes. You may continue to work if your employer is a life-sustaining business. Residents are only allowed to leave their homes for trips to food markets, doctor appointments and any other necessary outings. While out, practice the principles of Social Distancing.

Daycares & Schools

The Chester-Upland School District and all daycares are to remain closed until further notice

All Non-Life-Sustaining Businesses To Close

            By order of Governor Wolf, only businesses that are classified as “life-sustaining” are permitted to operate. Non-life sustaining businesses are to remain closed. To report a noncompliant business, contact the City of Chester Emergency Operations Center at 610-447-7765 Monday to Friday 8:30A.M. to 4P.M. Please do not call 911 to file reports.

City of Chester Government Operations

City Hall – City Hall will be closed to the general public for the month of April. 

Meetings – All public meetings will be live streamed on the city’s Facebook Page. 

The city of Chester is scheduled to hold two (2) Deliberative Meetings and two (2) Council Meetings during the month of April.  To reduce the amount of days that persons would need to travel to attend these meetings, city officials have decided to move the Deliberative Meeting dates to the same day that corresponds with the bi-weekly Council Meetings.

As a result of these changes, Deliberative and Council Meetings for the month of April will take place on the following days and times:

Public Transportation

SEPTA service is operating on a continuous Saturday schedule until further notice. Riders are to begin to board buses and trolleys from the rear door. On board payments are suspended. Riders with disabilities can still board through the front of the bus. Regional Rail service is operating on an ESSENTIAL SERVICE schedule. SEPTA is also limiting the amount of riders on board to further promote social distancing.
