F.Y. 2020 ACTION PLAN
ADDITION OF COMMUNITY DEVELOPMENT BLOCK GRANT
CORONAVIRUS (CDBG-CV) FUNDS
CITY OF CHESTER
The City of Chester was allocated an additional $285,451.00 in Community Development Block Grant Coronavirus (CDBG-CV) funds to assist the City with its response to the effects of the coronavirus-related public health crisis. The City hereby gives notice that it plans to amend the F.Y. 2020 Action Plan in connection with the Community Development Block Grant Program to add the following projects to assist with immediate needs being faced by homeowners in Chester as follows:
Mortgage and Utility Assistance for low/moderate income homeowners
The Chester Community Improvement Project will administer an Emergency Mortgage and Utility Assistance Program to assist low to moderate income eligible Chester homeowners who have been affected by the COVID-19 pandemic through actions such as lay-offs, furloughs, or reduced work hours. Mortgage assistance will be for a maximum of three (3) months capped at $4,000 per family. Utility assistance will be for a maximum of three (3) months capped at $1,000 per family. The Program is expected to serve approximately 48 homeowners and will be available to Chester residents only. The budgeted amount for this Program is $260,000.
Administration and Planning
Oversight, management, monitoring and coordination of Projects. The budgeted amount is $25,451.
This Notice is intended to provide sufficient detail to enable citizens to determine the scope of the projects to be funded and to comment on such projects. Written questions or comments may be submitted during the comment period of October 21, 2020 to November 6, 2020, to the Chester Economic Development Authority, P.O. The City will undertake the required environmental review of the projects in order to determine if the projects will have a significant impact on the human environment and any effect on historic and archaeological resources.
A virtual Public Hearing on this Amendment will be held at 9:30 a.m., prior to the regularly scheduled City Council meeting, in Council Chambers, 1 Fourth Street, Chester, PA, on Wednesday, October 28, 2020. For public health reasons, the virtual Public Hearing will be live streamed on the City Facebook Live platform. City Council will take formal action on the proposed Amendment at the City Council meeting on Thursday, November 12, 2020, and intends to submit the above-referenced Amendment to the U.S. Department of Housing and Urban Development on or about November 18, 2020. All comments received by November 6, 2020, will be considered.
