NOTICE OF PUBLIC HEARING

F.Y. 2018 City of Chester Annual Action Plan
Delaware County, PA

Notice is hereby given that the City of Chester, in accordance with the City’s Plan for Citizen Participation, will hold an initial public hearing in connection with the preparation of the F.Y. 2018 Annual Action Plan for the Community Development Block Grant Program (Year 44) and the HOME Investment Partnerships Program. The hearing will be held at 9:00 A.M. in City Council Chambers, Municipal Building, 1 Fourth Street, Chester, PA, on Wednesday, December 13, 2017. The purpose of the hearing is as follows:

a. To obtain the views of citizens and local organizations regarding overall community, economic development and housing needs in the City of Chester.
b. To provide a summary of program requirements, answer questions about the Consolidated Plan/Action Plan process, and advise citizens and groups about the process for review of proposals prior to the preparation of a proposed Action Plan.

All interested individuals and organizations are invited to attend this hearing and offer their views and comments on the housing, community, and economic development needs of the City of Chester.

The Municipal Building and City Council Chambers are both accessible to persons with physical disabilities. If special arrangements are needed to accommodate any resident in order for them to participate in this public hearing, please contact Mrs. Jo Ann Ruark, Chester Economic Development Authority (CEDA), at (610) 447-7854 or by e-mail at jar@ceda.cc to make such arrangements. Any person requiring an interpreter for the hearing impaired or the visually impaired should also contact Mrs. Ruark at least five (5) calendar days prior to this meeting and an interpreter will be provided. In addition, hearing-impaired individuals may contact CEDA through the AT&T Relay Center at 1-800-654-5984. Any non-English speaking person wishing to attend the public hearing should contact Mrs. Ruark at least five (5) calendar days prior to the meeting and a language interpreter will be provided. Based on F.Y. 2017 allocations, the City estimates that its F.Y. 2018 CDBG Program allocation plus anticipated program income will be $1,147,000.00 and its HOME Program allocation will be $237,000.00. A summary of the proposed Annual Action Plan will be published in the Delaware County Daily Times and posted on the City’s website at www.chestercity.com prior to the next public hearing on the Annual Action Plan, which is scheduled to be held in City Council Chambers on Wednesday, February 7, 2018, at 9:00 A.M. The City intends to submit its Annual Action Plan for F.Y. 2018 funds to HUD on or about April 20, 2018.
