Chester Soccer Stadium

Site History

The Stadium Area is located immediately southeast of Seaport Drive with the Commodore Barry Bridge to the northeast and Jeffrey Street to the southwest. The Delaware River forms the southeastern property boundary for the project. The historical activities conducted on the Stadium Area property were largely industrial and/or commercial in nature and includes a portion of Barry Bridge Park, two former industrial/manufacturing parcels, and the former West End Boat Club property. The area is relatively flat-lying and has been devoid of any existing structures for the last several decades.


Proposed Remediation and Cleanup Standard

The cleanup of the site will achieve an Act 2 residential use standard by demonstrating attainment of a Site Specific Standard through the elimination of all risk exposure pathways.  Two feet of clean fill or impervious surface will be placed over the entire Stadium area.  Impacted soils encountered during construction will be segregated into appropriate stockpiles, sampled and properly disposed of in accordance with all Federal and Pennsylvania regulatory requirements.  Groundwater resulting from dewatering activities will be treated as needed prior to discharge to the Delaware County Regional Water Quality Control Authority (DELCORA) or as otherwise approved by the Pennsylvania Department of Environmental Protection. 


Site Monitoring Activities

Real-time ambient air monitoring is gathered as part of the on-site monitoring activities conducted during earth disturbance and construction activities.  Three air monitoring stations have been setup along Seaport Drive (Site 1 – Near the Wharf Building, Site 2 – Near Jeffrey Street, Site 3 – Near the Commodore Barry Bridge) to continuously monitor for the presence of dust (PM 10) and volatile organic compounds (VOC).  The air monitoring stations continuously collect air monitoring data at 5 minute intervals which are then averaged on a one hour basis and transmitted to a server where they are posted to this web site for public inspection.

The perimeter ambient air monitoring program will ensure that any off-site emissions resulting from site activities are detected and that appropriate abatement measures are quickly implemented.  Air monitoring is also conducted by onsite personnel using real time hand held instrumentation as part of the environmental health and safety program.

The development team has made hard copies of relevant environmental files available at the J. Lewis Crozer Library and at PADEP’s Southeast Regional Office in Norristown.  Community updates as well as approved Act 2 related documents will be posted to this site for public access as well. The project team has worked with Weston Solutions to collect prior environmental studies, characterize existing site conditions and to propose a path forward on managing environmental concerns. Please see attached for the Remedial Investigation Report that was submitted to the Pennsylvania Department of Environmental Protection (DEP), as well as the approval letter from DEP regarding the Remedial Report.
