HUD ANNUAL COMMUNITY ASSESSMENT REPORT 2011 The provisions of the Housing and Community Development Act of 1974, as amended, and the National Affordable Housing Act of 1990, requires the annual submission of performance reports by grant recipients receiving Federal assistance through programs covered under these Acts. Additionally, these Acts require that a determination be made by the Secretary that the grant recipient is in compliance with the statues and has the cotinuing capacity to implement and administer the programs for which the assistance is recieved. NOTICE OF PUBLIC HEARING Consolidated Plan/Annual Action Plan City of Chester Delaware County, PANotice is hereby given that the City of Chester, in accordance with the City's Plan for Citizen Participation, will hold an initial public hearing in connection with the preparation of the Annual Action Plan for the Fiscal Year 2012 Community Development Block Grant Program (Year 38) and the HOME Investment Partnerships Program. The hearing will be held at 6:00 P.M. in City Council Chambers, Municipal Building, 1 Fourth Street, Chester, PA, on Tuesday, January 10, 2012. The purpose of the hearing is as follows: a. Summarize the Five-Year Strategy of the City's Consolidated Plan and obtain the views and comments of citizens, public agencies, and other interested parties on the housing and non-housing community development needs of the City. The information gathered will be considered relative to the development of the required components of the Annual Action Plan. b. Review the City's CDBG and HOME Programs and provide an opportunity to the public to comment on program performance. All interested individuals and organizations are invited to attend this hearing and offer their views and comments on the housing and community development needs of the City of Chester. Based on previous allocations and approved changes to Federal CDBG and HOME budgets, the City anticipates that its F.Y. 2012 CDBG Program allocation will be approximately $1,178,585.00, and its HOME Program allocation will be approximately $289,985.00. A summary of proposed Annual Action Plan projects will be published in the Delaware County Daily Times prior to the next public hearing on the proposed Annual Action Plan.
