Marrea Walker-Smith - Director of Parks, Recreation & Public Property Marrea Walker-Smith was educated in the Chester Upland School District and graduated with the class of 1989. She holds a Masters Degree in English & Publishing on the Digital Design Track from Rosemont College, Masters in Public Administration from Widener University, and a Bachelor in Political Science with a minor in History from Delaware State University. In 1993, Ms. Walker-Smith participated in President Clinton's Pilot Program, "Summer of Service for College Students." She traveled to California and trained in diversity, community service, ethnicity, and public relations. After graduating college in May 1994, Ms. Walker-Smith returned to the City of Chester with one goal in mind – to help rebuild Chester. Mrs. Smith was eager to work for the City of Chester and began her career as a Clerk at the Chester Fire Department. Shortly after, Ms. Walker-Smith worked as a Health Inspector and as a Project Director for the Violence Prevention and Sexual Abstinence Program. She created the Violence Prevention Summer Basketball Program called "Camp Umoja Nia" which combines violence prevention workshops with basketball. In 2006, Ms. Walker-Smith served as the Director of Public Safety where she implemented an aggressive plan to build the bridge of communication against violence by developing the Chester City Anti-Violence Task Force. Among her efforts were those of targeting Nuisance Tavern and Stores, Anti-Violence Concerts, and Disorderly House ordinances. |

| Elected to City Council in 2003, Ms. Walker-Smith committed to helping to expand the opportunities and growth of Chester and its' residents. She is a proponent of Post Secondary Developmental Education in the Collegian setting. She holds membership with the Pennsylvania Association of Developmental Educators and National Association of Developmental Educators. Currently, she works at the Pennsylvania Institute of Technology in the Academic Development Program Division. In addition, Mrs. Smith serves as an Adjunct Professor at several colleges in the Delaware County. Ms. Walker-Smith has created a major initiative to help combat violence and increase the safety and well being of residents that is already seeing results. She is the mother of Milan D. Smith, wife to Kirk Smith, and loving daughter to Dolores Walker a lifelong Community Leader in Chester. |
