Commissioner James L. Johnson

James L. Johnson is a graduate of Chester High School, Delaware Technical Community College, Delaware County Community College, Florida A & M Fire Service Institute, Pennsylvania State Fire Academy, Delaware State Fire Academy.  He has earned: A.S.S. Fire Protection Engineering; Certificate in Financial Management from Drexel University; Certificate in Chief Officer Training from the Fire Service Institute, Florida A. & M University, Tallahassee Florida; Certified by the National Professional Qualifications Board; Veteran of the United States Marine Corps; Gubernatorial appointment as Emergency Management Coordinator for the City of Chester.

Mr. Johnson was appointed to the Chester Fire Department in 1977 and was promoted to Lieutenant in 1982, to Captain in 1989, and then to Battalion Chief in 1992. In 2002, Mr. Johnson was promoted to the rank of Commissioner of the City of Chester, Bureau of Fire. He currently serves the city in administration of the fire service with 59 firefighters and has received numerous citations and awards from city council. Mr. Johnson also served as a Police Cadet at the Delaware County Police Academy in 1993 and from 1994 – 2006 he served as Chester Township Police Department Police Officer.

Has also received the following: Certificate of Appreciation from the AFL-CIO Community Services, United Way Labor Department for participating as a trainer in the United Way's AFL-CIO Community Services Counseling Program; Certificate of Participation in the IAFF's Civil Rights Conference in Denver, Colorado in 1989 and for his participation in Kansas City, KS in 1990; and certificate from the U.S. Justice Department in Conflict Resolution and Mediation Skills.

Has served as: Vice president of the Board of Directors of the Community Health Administration Program, Children's Clinic of Chester and Vicinity; Board of Directors for the American Red Cross, Chester Wallingford Chapter; President and founding member of the Valiant Blazers, Chester's Black Professional Firefighters; Elected as the Assistant Regional Director of the Northeast Region of the United States, International Association of Black Professional Fire Fighters by a majority vote from 22 northeast cites including Philadelphia, New York City and Boston; Former Chief Shop Steward of Local 1400 International Association of Firefighters and former Vice President of the Chester Twp. Police Association; Member of the Pa Career Fire Chiefs association and member of the Delaware County Flag Foundation Committee

Mr. Johnson is a Master Mason, a member of the Eastern Light Lodge #46 F.&A.M., P.H.A. ,  John A. Watts Lodge #224.,  I.B.P.O.E and a Class A member of the American Legion, Charles Horsely Post #300.

He has two children, Staff Sergeant James L. Johnson Jr., US Army and a daughter Valsilesseia.
