Delinquent Rubbish Fee Amnesty Program
The recent effort by the City to collect delinquent trash fees has generated a number of questions. Because Mayor and Council are concerned with minimizing any unnecessary hardships on Chester residents, the City has instituted an amnesty plan to waive the interest and penalties on past due trash bills through 2008. As a result, Chester property owners who received one of the recent past due billings may be eligible to have the penalties and interest indicated on that bill forgiven. In addition, those who have a hardship in paying for the past services received may be eligible to enter into a payment plan.
Any property owner who wishes to challenge the delinquency notice for rubbish collection fees prior to 2009 shall complete the form entitled REQUEST FORM TO REVIEW DELINQUENT RUBBISH FEES that was provided with the original notice of delinquency or available in the Office of the City Treasurer, 1 Fourth Street, Chester, PA 19013. The review request must be made on or before December 31, 2009, in order for the amnesty program to apply and penalties and interest waived on delinquent accounts. The City already exempts senior citizens, age 65 and older who make less than $15,000 per year, from paying the trash collection fee. Senior citizens must apply for this exemption each year through the Treasurer's Office.
